AI Treaty signed: Who's on board

Our Report: A multitude of countries, including the US, UK, and the EU, have signed the first-ever legally binding, international AI treaty—called the Framework Convention on Artificial Intelligence—which was drawn up by the Council of Europe (COE: An international human rights organization) to make sure that the use of AI systems aligns with “human rights, democracy, and the rule of law.”

🔑 Key Points:

  • The high-level treaty sets out principles that the signatories must follow, which include protecting personal data against misuse and discrimination, ensuring privacy, and protecting democracy and the rule of law.

  • It's a legal framework that covers the “lifecycle of AI systems” and aims to “fill any legal gaps” and manage risks to human rights and democracy—resulting from rapid technological advances—while promoting AI progress.

  • Three months after signing it, Governments will need to introduce safeguards and “adopt or maintain appropriate legislative, administrative or other measures that reflect the framework.

🤔 Why you should care: The Framework Convention on Artificial Intelligence is “a major step to ensuring that new technologies can be harnessed without eroding human rights, democracy, and the rule of law,” but while the US, UK, and the EU (along with Andorra, Georgia, Iceland, Norway, the Republic of Moldova, San Marino, and Israel)—which host some of the world’s biggest AI companies—have signed it, other AI-focused countries, most notably Asia, the Middle East, and Russia, have not.

Our Report: YouTube is developing a set of AI detection tools designed to give creators—including artists, actors, musicians, and athletes—more control over content that copies their voice or facial likeness, using AI.

🔑 Key Points:

  • The first tool is a “synthetic-singing identification” tool that allows creators to automatically detect content that has used AI to mimic their voices, and YouTube will start testing it early next year, with its partners.

  • Another tool (currently in mid-development) will automatically identify when a face has been generated with AI, to protect people from being exploited in videos to endorse products or spread misinformation.

  • It’s also planning to introduce blockers and detection systems to stop companies scraping content from the platform to train their AI models without giving content creators compensation or getting their consent.

🤔 Why you should care: The unauthorized scraping of content and data—without getting consent or compensating the creator—has been an issue for a while and has sparked fury within the music industry, with over 200 artists (including Pearl Jam, Sam Smith, and Katy Perry) signing an open letter demanding that tech companies, AI developers, and digital music services take greater responsibility over the development and use of its AI systems, to protect their livelihood, something which YouTube aligns with.

  • First previewed in May, Google is now testing its new search feature, Ask Photos (on a select few US Google Labs users), which allows users to ask questions and get detailed information about their photos.

  • Powered by Google Gemini, Ask Photos understands the context of images, meaning users can ask it questions like “What’s my license plate number” and Gemini will surface photos showing their license plate.

  • Users can also ask it to find photos from different locations, choose photos to curate an album, and summarize key moments like “What were the top 10 things I did on my holiday to Japan?”
